Kearney & Phelan, Ltd. is a third generation law firm that, since its inception in 1944, specializes in real estate taxation law and related matters. Founding members of the firm include Richard L. Phelan, William P. Kearney, William G. Clark (who would later become Chief Justice of the Illinois Supreme Court) and Bernard J. Korzen (former Cook County Treasurer and Commissioner of the Cook County Board of Appeals).

Currently, Kearney & Phelan, Ltd. includes John P. Kearney (Of Counsel), Richard J. Phelan, Michael J. Phelan, and Mary Anne "Molly" Phelan. Each attorney has a unique background which contributes to the successful appeals produced for our clients.
John P. Kearney, after obtaining a master's degree in English, graduated from the University Of Michigan Law School in 1970. Since that time, Mr. Kearney has concentrated his practice on real estate and taxation law.
Richard J. Phelan was admitted into practice in the State of Illinois in 1962 after graduating from Northwestern Law School. Prior to joining the firm, Mr. Phelan spent four years with the United States Attorney's Office under the command of Robert F. Kennedy. He has been with the firm since 1966 and has concentrated almost exclusively on property assessment and taxation law.
Michael J. Phelan served as the Law Clerk to the Honorable Arthur L. Dunne, Chief Judge of the Chancery Division in the Circuit Court of Cook County upon graduation from the IIT-Chicago Kent College of Law in 1993. Armed with an MBA in finance from Northwestern University's Kellogg Graduate School of Management, Mr. Phelan has concentrated his practice on assessment law, real estate litigation, estate planning, and corporate law.
Mary Anne "Molly" Phelan, prior to graduating from Loyola University of Chicago School of Law in 2005, developed a unique knowledge of commercial real estate by working as a commercial real estate broker in the Chicagoland area for several years. During her legal career, Ms. Phelan has worked for several municipal organizations, focusing her efforts on such real estate matters as real estate transactions, taxation, commercial development incentives, zoning, municipal code violations, Tax Increment Financing (TIF) and large scale municipal developments. Since joining the firm in 2006, Ms. Phelan has continued to focus on all real estate matters.
